David Levin serves on the Executive, Management and Investment Committees for MIP. David oversees the execution of MIP’s investment strategy and manages the day to day operations of MIP.
David formed Levin Realty Advisors, LLC (“LRA”) in October 2004, an entrepreneurial platform focused on building a portfolio of existing value-added and stabilized properties nationwide. Through his extensive apartment experience, industry relationships and market knowledge, he directed LRA’s investment, financing and asset management activities. During its 10 years, LRA acquired approximately 6,400 apartment units nationwide with a total capitalization of approximately $675 million.
Immediately prior to the creation of LRA, Mr. Levin headed the acquisition department for a large private apartment investor/operator based in Chicago, Illinois. During that time, he acquired approximately 15,000 apartment units with a total capitalization of approximately $850 million. Previously, he handled the multifamily acquisitions for a pension advisor also based in Chicago. Mr. Levin worked on more than $230 million in total acquisitions during that time as well as over $100 million in property dispositions.
Throughout his 30-year real estate career, David has overseen the acquisition of more than $1.7 billion of multifamily assets, and has sourced financing in excess of $1 billion in the form of bridge/construction loans, fixed and floating rate FNMAE/Freddie Mac loans, CMBS and tax exempt municipal bond financings. He also directed the asset management for several large apartment portfolios and overseen the investment of over $200 million in construction and renovation projects.
Mr. Levin received his B.A. in Economics from Pitzer College, a member of the Claremont Colleges in Claremont, California. He sits on the board of directors for both charitable and educational organizations and is active in the National Multifamily Housing Council.
DAVID CARLINS

CHIEF DEVELOPMENT OFFICER
David Carlins serves on the Executive, Management and Investment Committee for MIP. He plays an integral role in executing MIP’s strategic plan, including raising investment capital and structuring transactions.
As President of Magellan Development Group LLC and Chief Executive of Magellan Marketing LLC, David supervises the company’s development, construction management and sales departments. Carlins is the primary contact for financial structuring of all Magellan Development Group’s projects. Since 1996, David has structured a myriad of financing types, including conventional construction financing, mezzanine financing and equity partnerships of for-sale and rental properties as well as presales of new construction buildings.
David also spearheads many of Magellan’s community relations activities, including serving as a board member for the Chicago Youth Program (CYP) for which he heads fundraising efforts. David also led the effort to develop a permanent center for inner-city youth. He provided operating funds with support from Loewenberg Architects and McHugh Construction Company to design and build CYP’s facility.
David received a B.S. degree in Education from the University of Wisconsin, Madison and a J.D. from Loyola Law School. He is licensed to practice law in Illinois and is a licensed real estate broker.
